Can a Catholic be involved in state sanctioned interrogation / torture?

I was just wondering if a Catholic could have been involved in the waterboarding interrogation techniques and still do it with a pure heart? If not which mortal sin or commandment would he be breaking. I understand that giving tough love may be acceptable and appropriate in certain circumstances and by loving your neighboring can mean torture is for the greater good.
