On a carver cascade 2 water heater,when the taps are turned on water leaks out of the tank & on to the floor?

Then the heater matrix is leaking. Water doesn't flow through the matrix until it's requested at a tap. You need a suitably qualified engineer to (hopefully) fix the leak or fit a new heater pipe.
