So, when did 'protecting Libyan civilians' under UN Res.1973 develop into open 'regime change'?

UN 1973 mandates the protection of civilians and the enforcement of a no-fly zone. It doesn NOT mandate militarily aiding rebels who want to overthrow Gaddafi or firing missiles at civilian targets that just might contain Gaddafi. Good to see the rule of international law being trampled as usual by the US & UK
