Why are Russia and China against intervention abroad?

I read today about how China and Russia voted against referring Syria to the UN security council for it's supposed development of nuclear weapons. It seems often that European countries and the US are keen to impose sanctions on nations that commit human rights violations or break international laws however China, Russia and a few other countries are the opposite and are very reluctant to get involved. Is there any particular reason for this?
